Community Development

Responsibilities

The Community Development Division supports neighborhoods by administering federal programs and coordinating planning efforts. It manages the federal Community Development Block Grant (CDBG) and HOME Investment Partnerships Program formula grants. The division also works with local partners to coordinate the HUD Lead Hazard Control Program and the CHIP Medicaid Lead Safe Program.

Community Development is responsible for preparing the five-year Consolidated Plan, the Annual Action Plan and the Consolidated Annual Performance and Evaluation Report.

The City of Battle Creek periodically requests input from the public on environmental reviews, the Consolidated Plan, the Annual Action Plan, and the Consolidated Annual Performance Evaluation Report for public comment and the holding of public hearings. When a public comment period is open or a notice of public hearing is posted, information about dates and how to submit comments will be provided here.

Program Years 2024 (7/1/2024 – 6/30/2025) and 2025 (7/1/2025 – 6/30/2026) 

Notice of Public Hearing on Tuesday, December 16, 2025, at 7pm 


The City of Battle Creek is publishing this notice to make citizens aware of a public comment period on the City’s Substantial Amendment to the 2024 and 2025 Annual Action Plans reallocating funds from Minor Home Repair programs to complete the rehabilitation of a vacant building at 614 NE Capital, Battle Creek, MI  49017 for the provision of recovery housing for people in recovery from opioid addiction.   The public comment period starts on November 13, 2025, and ends at the conclusion of the Public Hearing to be held before a regularly scheduled City Commission meeting on Tuesday, December 16, 2025, at 7:00 p.m. in the City Commission Chambers, City Hall, Room 301, 10 N. Division Street, Battle Creek, Michigan.

Consolidated Plan

Every five years, the City of Battle Creek must create a Consolidated Plan that describes how the city will allocate Community Development Block Grant (CDBG) and HOME Investment Partnership funds to meet the needs of low—and moderate-income people in the city.

Annual Action Plan

Each program year, the City of Battle Creek reports to the U.S. Department of Housing and Urban Development (HUD) how it plans to spend Federal Community Development funding in its Annual Action Plan.

Consolidated Annual Performance Evaluation Report (CAPER)

After the end of each program year - June 30 - the City of Battle Creek is required to report the accomplishments of the Community Development Block Grant (CDBG) and HOME programs to the U.S. Department of Housing and Urban Development (HUD) in a document called the Consolidated Annual Performance Evaluation Report (CAPER). 

Community Development Block Grant (CDBG) Policies and Procedures

The Community Development Block Grant program (CDBG) is a Federal program run by the U.S. Department of Housing and Urban Development (HUD). 

The primary objective of the CDBG program is to help communities improve living conditions by funding:

  1.  Development of decent housing;
  2.  A suitable living environment; and
  3.  Expanding economic opportunities.

The CDBG program is designed to provide benefits to a community's low- and moderate-income residents. The formula for distributing CDBG funds is based mostly on housing conditions and the number of people in a local community with poverty-level incomes. Community-wide benefit is possible, although Congress requires a minimum of 70% of each year’s allocation of CDBG funds to be used to benefit low- and moderate-income people.
