About the Plan



Each program year, the City of Battle Creek reports to HUD how it plans to spend Federal Community Development funding in its Annual Action Plan. On March 27, 2020 the United States Congress passed The Coronavirus Aid, Relief, and Economic Security Act (H.R. 748). The bill provided $5 billion for CDBG to rapidly respond to COVID-19 and the economic and housing impacts caused by it, including rental assistance and the expansion of community health facilities and shelters.

The City of Battle Creek will receive $729,344 in Community Development Block Grant – Coronavirus (CDBG–CV) funding. Additionally, the City plans to reallocate $229,345 of 2019 Home Investment Partnership Grant (HOME) funding. A Substantial Amendment to the FY 2019-2020 Annual Action Plan is required, and usually a thirty (30) day public comment period is required however, the U.S. Department of Housing and Urban Development (HUD) has waived this requirement provided that no less than five (5) days are provided for public comments on each substantial amendment.

As part of the City of Battle Creek's Citizen Participation process, the City will hold a formal public hearing on the Draft 2019-20 Annual Action Plan on Tuesday, May 19, 2020, at 7:00 p.m.
