BATTLE CREEK, Mich. - The City of Battle Creek has disclosed an organizational conflict of interest regarding a $52,000 grant of HOME-ARP funds awarded to Gracious Homes, Inc. The grant, received from the U.S. Department of Housing and Urban Development (HUD), aims to provide supportive services to women in recovery from substance abuse. However, HUD identified a conflict because the grant conditions receipt of services on residency, which is not allowed under HOME-ARP guidelines. The city is requesting an exception to continue this arrangement, citing significant community needs and the expertise provided by Gracious Homes.
